It blurs the whole pic and you can UNBLUR what you need. In addition you can zoom in/out for better control. Highly adjustable functions such as increase/decrease the intensity and brush size with by sliding ( same as Instagram slide bar). This app is by far the best blurring app! It's exactly what I needed. Brush offset so your finger doesn't get in the way, High resolution editing with zoom so you can really see the finer details!
